The Corporation of the District of West Vancouver

The Corporation of the District of West Vancouver is a small community nestled on the south side of the Coast mountains facing Burrard inlet. The community takes pride in a high level of service to its residents, but faces formidable funding challenges with a limited tax base.

The District commissioned a study to review the performance and practices of the Fleet Maintenance Department as part of its ongoing continuous improvement philosophy. In this study KelRoy Solutions examined the policies and procedures of the department as well as the organizational and reporting structure of the District's user departments. Recommendations were made with two views in mind:

1. Bring the operation of the department in line with current "Best Industry Practices"
   
   
2. If "Best Industry Practices" were impractical - improve standards to equal the best found in local comparable fleets.

The study was completed and approved in council. Three significant results as a result of the review were:

1. Changes in organizational reporting structure.
   
   
2. The use of the review as a guide for decisions regarding Fleet funding and organization.
   
   
3. Substantial cost savings and increased customer service levels from the adoption of recommendations tabled in the report.
